Whale was not a fantasy ingredient in American food history. During World War I, federal food officials tried to redirect American appetite away from rationed staples and toward foods that were not already central to military supply chains. Beef, pork, wheat, and sugar were politically charged ingredients because each could be shipped, stored, or converted into calories for soldiers and allies. The U.S. Food Administration and the Bureau of Fisheries looked to seafood as one answer, and in that campaign whale briefly appeared as a serious substitute meat. The pot roast method translated whale into a familiar American form. A home cook did not have to imagine a new meal from scratch; the recipe framed whale like a tough roast that could be seared, covered with boiling water, seasoned with pickling spice, parsley, bay leaf, and onion, then simmered until tender. That was practical wartime language. It used the grammar of Sunday pot roast to make an unfamiliar ingredient feel like part of the national table. The National Archives notes that the campaign may not have reached every region equally. In Missouri, for example, there is no clear evidence that whale was widely available. That limitation matters. It shows the distance between federal food planning and actual market shelves. Still, the recipe belongs in the archive because it records a moment when American food policy, wartime conservation, seafood marketing, and household cooking all met in one pot.
